report builder button missing

I have setup the RS on production server ( a named instance). The report
builder button is missing. I only can see new folder, new data source, upload
button on the http://servername/reports$instancename/Pages/Folder.aspx. I
have given myself all the rights in role setting.
I have searched in google. However only found something saying "by setting
the report server system property EnableReportDesignClientDownload to true".
However not found anything saying how to do that. checked every sql 2005
configuration tool. Not found anything to let you set that property.
Besides I have tried using
http://<servername>/reportserver/reportbuilder/reportbuilder.application
launched reportbuilder. And got permission ...insufficient (rsAccessDenied).

Go to Site Settings from the Report Manager page. Select 'Configure
system-level role definitions'
and edit an existing system role or create a new system role that
includes the Execute Report Definitions task. Then make sure your
user ID is assigned that system role.
