Report Builder Problem

I am having trouble with the Report Builder toolbar button is not showing up
on the reports pages of my reporting services.
If I run
http://servername/reportserver/reportbuilder/reportbuilder.application then
it will open the report builder and I can built reports and save back to my
report server. But if I open the report server http://servername/reports.
The toolbar button is not present.
It is a SQL Server 2005 Standard edition Installation running on Windows
Server 2003 as an application server.
I created a user in Reporting Services and gave them Content Manager rights.
Any help in what I need to change for the toolbar to be visible.

Make sure that the system group that the user belongs (in the site-wide
security) to has Execute Report Definitions checked.
